However, due to his participation in a tournament in Cuba in 2023, his eligibility for visa-free travel was revoked. As a result, Hugo was required to obtain a visa to enter the US, a process that proved to be insurmountable in time for the US Open. The bureaucratic complications ultimately led to Hugo's unfortunate withdrawal from the tournament, a disappointing consequence of his earlier travels.
Despite his best efforts to obtain an emergency regular visa, with support from the US Table Tennis Association (USATT) and the US Olympic and Paralympic Committee (USOPC), Hugo was unable to secure a consular interview before the tournament. The player expressed his disappointment, stating that he had used the same process to enter the US as he had in the past and that he had mobilized his team to apply for an emergency visa as soon as he learned of the situation, but unfortunately, time was not on his side. This setback is particularly frustrating for Hugo, who has been in excellent form recently, winning the Table Tennis World Cup in April, finishing as runner-up at the World Table Tennis Championships in May, and claiming the WTT Star Contender title in Ljubljana in June.
