University Student Drowns in Septic Tank While Retrieving Phone, Exposing Safety Concerns
On April 2, 2025, a 22-year-old female university student, Xiao He, tragically fell into a septic tank and drowned while trying to retrieve her phone that had fallen into a dry toilet at a temple fair in Gansu Province, China. The incident began when Xiao He, who was working part-time at the temple fair, used the restroom and dropped her phone into the dry toilet. In an attempt to retrieve it, she borrowed a shovel and returned to the restroom, where she failed to notice a deep well covered with a rotten wooden board and fell in, resulting in her drowning in the over 2-meter-deep septic tank.

The location of the incident, in a somewhat remote area, exacerbated the tragedy. Xiao He's cries for help were unheard, leaving her to face the terrifying and deadly environment of the septic tank alone. The combination of drowning and asphyxiation from the noxious gases present in the tank proved too much, leading to respiratory and cardiac arrest, which ultimately resulted in her death. This devastating incident highlights not just a personal tragedy but also a broader issue of negligence and lack of safety measures in the management of rural infrastructure, such as dry toilets and abandoned wells.
Following the incident, the local police and government were slow to respond and investigate, leaving the family without clear answers about the management and construction responsibility of the septic tank. The police and local government eventually coordinated a compensation of 50,000 yuan from the temple fair organizers and the owner of the amusement facility where Xiao He was working, but the family refused this offer, seeking true accountability. There is a dispute over who is responsible for the septic tank and the surrounding area, with the local town government claiming the area belongs to the city's sponge city construction management office, while the office denies this, stating the area is over 200 meters away from their project and thus not their responsibility.

The family's quest for truth and responsibility has been met with resistance, and the question of who is ultimately responsible for the tragedy remains unclear. According to legal experts, the death does not constitute a work-related injury since it was not directly caused by her work. However, the management and construction units of the septic tank and the surrounding area may be liable for compensation due to their failure to ensure safety and provide adequate warning signs. The incident has sparked widespread concern and discussions about safety and responsibility, with many calling for improved safety measures in public areas to prevent such incidents from happening again.
The demand for better maintenance and management of facilities, particularly in public spaces, has been a central theme in the aftermath of this incident. The public and experts are calling for systemic changes to prevent such incidents, including better regulation, stricter safety standards, and a culture of safety awareness among facility managers and the public. By implementing these changes, it is hoped that the risk of similar accidents can be significantly reduced. The loss of Xiao He's life is a tragedy that underscores the importance of prioritizing safety and taking measures to prevent such accidents from occurring in the future.
