China Imposes Strict Measures on Unauthorized Deliveries to Service Stations

Based on the information from the Ministry of Transport, the "Express Delivery Market Management Measures" was passed by the 28th ministerial executive meeting on December 8, 2022, and is now being released to the public. It will be enforced starting from March 1, 2024. The new measures stipulate that the security of parcels should be ensured, and that parcels should not be discarded or damaged, and the content should not be incomplete unless caused by unavoidable circumstances. The parcels should be delivered to the receiver's address within the agreed time.
This announcement has sparked discussions on Chinese social media platform Weibo, with users expressing their opinions, concerns, and confusion about the new measures.
Another user mentioned, "Only companies like SF Express, JD, and Tmall Supermarket deliver to my door and call before delivery. Other services always place the parcel in the service station, and the courier doesn't even call. Will delivery fees increase now?"
On February 23, the topic "From March 1, express delivery cannot be placed in service stations without consent" gained attention, according to the "Express Delivery Market Management Measures" published on the Ministry of Transport website on December 17, 2022. Without the user's consent, using smart parcel boxes, service stations, and other methods to deliver parcels is considered a violation. In severe cases, it will be fined 100,000 yuan to 300,000 yuan.
Some users have expressed doubts about the implementation of the new measures, with one user saying, "Really? I find it hard to believe. In my small area, the courier always places the parcel near my home in the community (quite far from my doorstep), and I can't do anything about it, no matter how many complaints I file.
