China Prepares for Peak ID Card Replacement Period Amid Expiration of Second-Generation Resident Identity Cards
As the first batch of second-generation resident identity cards issued in China from 2004 to 2008 reach their 20-year validity period, various regions are about to experience a peak in replacement applications. According to regulations, citizens must apply for a new identity card after the expiration of the old one. This process is expected to affect a significant number of residents, with data indicating that from 2025 to 2028, the number of residents in Ningbo, Zhejiang, who need to replace their identity cards, will reach 1.87 million, approximately three times the total number of replacements in the previous four years. Similarly, in 2028, the number of residents in Leshan, Sichuan, who need to replace their identity cards, is expected to reach 410,000.

To facilitate the replacement process, public security agencies across the country have introduced several convenient measures. The "national handling" system allows residents to apply for and replace their identity cards at any police station nationwide, regardless of their place of household registration. This means that individuals do not necessarily have to return to their registered residence to apply for a replacement, making the process more convenient. Many public security agencies have also extended the application period for new identity cards, allowing residents to apply up to six months prior to the expiration date. Some regions have implemented flexible handling arrangements, such as online applications, self-service kiosks, and extended working hours, to cater to the needs of working professionals and students who may not have time to visit the public security office during regular working hours.
Additionally, some public security authorities have set up "green channels" for expedited ID card renewal services, with some areas offering processing times as short as seven working days. Furthermore, some regions have established special service points in tourist areas to provide ID card renewal services for visitors from other parts of the country. To apply for a replacement identity card, individuals can simply carry their original identity card to the nearest police station's comprehensive window and submit their application.
The police remind citizens that an expired identity card can lead to difficulties in purchasing tickets, checking into hotels, and conducting financial transactions. According to regulations, citizens can apply for a temporary identity card during the replacement process if they urgently need to use their identity card. To minimize the impact on daily life and work, it is recommended that citizens plan ahead, choose a suitable replacement method, and update their identity information in a timely manner. By taking proactive steps, residents can minimize potential disruptions to their daily lives and maintain uninterrupted access to essential services. The authorities advise the public to consider their personal circumstances and choose a suitable method for processing their new ID, ensuring that their identity information is updated promptly.
