The Ministry of Civil Affairs took the matter seriously and dispatched a working group to Jiangxi Province's Nanchang City and China Welfare Lottery Sales Co., Ltd. Despite this high-profile notification from the Ministry of Civil Affairs, many people remain skeptical.

Social media posts are rife with speculation, ranging from the winner being a time traveler who knew the winning numbers in advance to accusations of insider trading. One user jokingly said, "We know they're lying. They know they're lying. They know we know they're lying. We know they know we know they're lying. But they keep lying."

The jackpot is not subject to personal income tax, which has become a focal point for the controversy. According to a document from the Ministry of Finance and the State Administration of Taxation titled "Announcement on the Policy of Personal Income Tax on Lottery Winnings," lottery winnings are indeed exempt from personal income tax, provided that "one-time lottery winnings do not exceed 10,000 yuan." Winnings exceeding this amount are taxed at the full personal income tax rate.

The "Happy 8" game, which offers various betting options, including the "Select Seven" bet that yielded the massive jackpot, is one of China's most popular lottery games. The game is known for its high winning odds, yet the most recent payout has raised more questions than answers.

Some users expressed disbelief and called for a thorough investigation into the matter. One user argued, "If it's not insider trading, then he must be a time traveler. There's no other explanation."

Amid the skepticism, there are those who remain optimistic. One user chimed in, "I would be willing to pay double taxes for a chance to win the jackpot."
